Throttle stuck in closed position

Hello all. New to this forum and new to motorcycles in general. 2004 FZ6. It is in rough shape and I am in the process of restoring it. The handle bar throttle is stuck in the closed position. Someone told me this may be normal for fuel injected motorcycles until the engine is started. Is this true or should I tear in to the throttle handle or throttle cable to find out? Thanks in advance for any help.

There's two cables, one to pull OPEN the throttle, one (as a safety) to CLOSE (should there be an issue)

The throttle stuck as you describe is NOT common. If the bikes been sitting out in rough weather for years (water intrusion/rust), cables, throttle tube can rust up and seize.

I would start there, you can remove the cables (loosen the adjuster at the TB) and then you can diagnose if the issue is the throttle/cables, etc. If their free, turn the TB and make sure it's not hung up(likely not).

Do you have a shop manual?
