I'm not sure where you are but - in the US there are solvents for such things that usually won't hurt plastics.
Dupont, 3M makes many paint products so look for PrepSol. Its safe on most plastics and is meant to remove oils, grease, wax, silicone, other solvents, etc.
Some form of Bug and Tar remover could be used too. . .
What ever you use, test a hidden area and don't soak it for extended times.
As said, WD40 could get the wax off and it breaks down fast in water/detergent so it would likely be gone after a few washings.
I'm in Atlanta... thanks I just wanna make sure it doesnt hurt the plastics and I've never done this before so I wasn't sure if there was anything special you guys do for your bikes.
