Just out of curiosity: why does it say "these rules can change at any time"? I think I understand the idea behind that, but it makes me think what's the point in having rules if someone changes them all the time to suit their cause.

They still do, it's for '02-'03 Fazer models and '04-'06 FZ models. There's some mention about '07 too, but model S2 is excluded. Here's a link: TCP. It doesn't show on the pic of the lower fairing, but mine came with the holes for the crash protectors. So no drilling was needed.
