That's what is throwing me off. With the hazards on, the lights should still illuminate without the engine being on. And even when running, the lights don't illuminate.

Many of the important parts will have DOT stamps. Use RonAyers.com to find OEM parts. Many but not all aftermarket parts will also have DOT. Many sites list if a given part is DOT approved if you need to buy something.

FYI, according to ped, you can get a slightly higher foot position (probably something like .75" up .5" back vs. 1.375" up 1.75" back with my plates) using R6 rearsets (see my compatibility chart). However, they can run up near $100USD for the pair.
