Looks like a poly cast wheel with led strips behind it. Don't know that it would look so good on a bike as you can see both sides, including the bracket holding the lights

You can pick up a kit from these guys.
Wheel Lighting Kits

The kit includes two power pucks. metal rings that replace your spacers in your rims. That will give 1 ground and 1 hot to your rims. then you just pick up any led light kit and wire it up like normal. 1 of my friends with a busa has already done it and my other friend with an fz6r '11 is about to order his kit any day now.
