that looks just like a clear pro grip. Just clean your bike, wipe it with alcohol, and lay a clear tank skin. It obviously takes on the color underneath and adds the shine.

i purchased mine black, but it also came in clear, blue, and red at the store i was at

nice bike, and a great looking tank guard, i also would like to know what it is.

For everyone wondering about the tank guard...

purchased at cycle gear, they had multiple color choices there including black (obviously) clear blue and red. the only distinguishing marks are the initials "MV" on the lower left
