This looks like the same basic dual VVT system that Toyota uses in my 2010 Rav4. Oil pressure controlled through 2 solenoids that are controlled via the ECM, govern advance and retard of the mechanical timing of the cams. There are oil chambers in the cam gears that vary the position of the gear's outer section with relation to the hub section that is attached to the cam shaft. This allows for a much wider performance curve of the engine as well as an added benefit to emissions.
