I cant really fault the car for that. From what it looks like, the car did the right thing by keeping his eye on the blind curve. Thats pretty much just a poor road design.

So..............making a U-turn around a blind corner and not doing it anywhere within 1 or 2 blocks where the road straightens up even a little bit was the best option?

That wasn't a u-turn, seems to be a run off area for people to see the view or something.
Very badly placed though, as these things often are.
Kudo's to the biker, he was travelling at the right speed, also looks like the other guy tried to warn him.
