Am I right in thinking that the registration number on the vehicle (licence number) belongs to you and not the vehicle? So if you sell the vehicle you put your own plates on it? Over here the plate stays with the vehicle.

no not at all like you do. In Missouri we have to pay sales tax on the purchase price once within 30 days of purchasing the vehicle (usually about 7%) then licensing (registration is about $55 every two years. We pay a personal property tax to the county every year based on the assessed value of vehicles. This is a very small fee usually about $400 per year for everything I own (truck, car, bike). The personal property tax is there because our actual property tax, real estate tax, is very low compared to other states.

Correct and we can pay a little extra and get personalized plates with whatever we want (within reason) on them.
