So, what do the pedals do? Looks like the pedal chain and the motor chain both connect to the rear wheel. Kick starter?
That thing may have a centrifugal clutch. The motor drives the rear wheel at the sprocket on the left side of the wheel while still retaining it's ability to be pedaled using the original drive sprockets on the right side. If it is a centrifugal drive it should be free wheeling on the motor side. :rockon:
