It sounds like you've had the cluster open. Is this correct?
If you have access to a microscope or even single lens 5x eye loop for magnification there are tiny traces on the circuit board that can easily be damaged.

With the pcb exposed you may be able to use the diode function on your hand held meter to power up the LED.

I think the problem is that its under the tach and may not be accessible with probes. But that doesn't mean you can't verify the integrity of the traces. In continuity mode place a probe on the Neutral pin connector and the other on the opposite side of the connector. Follow the tiny trace as far as you can noting that it may transfer through the PCBA several times en-route to the "N" LED.

As stated, a forum member sent one to me and I repaired about 5 damaged traces. I'll see if I can find the pictures and post a couple over the weekend.
